Firstly a structural engineer will tell you what you can and cannot do in terms of removing or adding to the structure of both properties to get your end result, once plans and a plan of attack has been established you will need to contact building control as you are altering the structure that could affect a third party, technically there are very few internal alterations that don't involve having to notify building control, most of the time if it's simple and won't affect a third party it isn't normally an issue but on your case it all needs to be done to the letter and signed off mainly to uphold your and your neighbours property insurance
