One of few things it could be, first of could be you have a trickle vent on the window which will allow wind through the vent, second the window itself may not be sealed to the wall properly allowing the wind to travel in behind the window although if this is the case you'd most likely have water coming in aswell, thirdly your hinges may be broken and not pulling in tight like they are designed to do in which case will allow the wind to travel through the gaps around the gaskets, could also be the locks not pulling In tightly, I would hold my hand to the windows and see if I can feel any drafts around it then take your next step.
