Couple of factors if the vinyl that was already down was stuck down with good quality glue and the surface of the vinyl is smooth and of course wasn’t presenting any leaks then it’s perfectly fine to stick on top providing its stuck down correctly and glue is allowed to oxygenate for at least 20 mins to tackify if fitted straight away takes a very long time for the glue to dry and if water gets to it before it’s dried correctly then it will blow the glue can not be done with cheap spray glue otherwise it would separate and water would then get trapped and won’t dry as little or no air can get to it so yes if top vinyl wasn’t stuck down correctly this would cause moulding. You of course did request it being removed and the prep work to do this is much greater so would cost more if there intentions were to go over the top this should of being discussed and reflected in the price. Sometimes if the original flooring is stuck down so good it can cause damage to the sub floor trying to remove it. Hope that helps
