Traditional for the felt I agree you would remove tiles then batons and applying a breathable felt with new batons and finish with new tiles or using old tiles if considered a good standard for reclaimed material from my professional experience whilst also respecting a clients need for only works required a reroof I believe is not needed due to roof not suffering from leaks , no other issues reported I would advise a an inspection if roof is in acceptable condition I would say felt can be fitted to internal side of rafters blocking the wind for the most part air flow and condensation can simply be assisted by fitting vent tiles on Outside main roof enough to meet requirements of square meter of roof space this would be a cost effective solution, price being a fraction of a re-roof only downside to this against a new roof is roofs of this age would benefit from a re-roof to breath new life and give longevity to it while giving the home owner peice of mind with a guarantee for at least ten years
