Stains on internal chimney breast

I have a 3 storey brick cavity house built in 1880.
Two internal chimney breasts on the top floor and the 1st floor bedrooms keep staining.
I dont think it is damp, because it is dry to the touch and the lining paper hasnt peeled.
It is almost as if it is a chimical reaction to soot or possibly hygroscopic salt.
There are no cowels fitted, and the pointing is in reasonably god condition, as are the lead flashings.
Need some help please.

Hi it sounds like your chimney is sweating. This is usually caused through years of burning wood. I would suggest installing flue pepperpots to the chimney and fit 2 vents to the internal chimney breasts. This would be the best option to try before getting into costly repairs
